This was announced by the Chinese Ministry of Commerce in a statement in which it specified that the anti-dumping investigation into imports of pork and pork by-products from the European Union will be carried out ‘using sampling methods’.
The reason, it clarified, is due to the ‘large number of relevant exporters and domestic producers’ that ‘an exhaustive investigation would impose an excessive burden on the investigating authority and impede the timely completion of the investigation’, so ‘the investigating authority has decided to conduct the investigation using sampling methods’.
Litera Meat, understands the choice and is willing to cooperate
Following the information published by the Chinese Government, Francesco Pini, CEO of Litera Meat, has indicated in a statement that ‘he understands and understands that it has been one of the companies selected for the sampling to be carried out by the competent authorities, given that in terms of export volume and turnover, Litera Meat is one of the largest meat companies in Spain and Europe, positioning itself among the leading exporters of pork meat and meat products to the People’s Republic of China in recent years’.
The company has also remarked that ‘it will lend its full availability and collaboration with the institutions and organisations involved throughout the research process’.
How has this sampling been carried out?
Firstly, the selection of the companies is based on the information provided by the exporters when registering for the investigation.
Secondly, related manufacturers and traders have been considered as one single entity, and the top three companies have been selected by export volume during the investigation period – 1 January 2020 to 31 December 2023.
Once the companies have been selected, they will receive a questionnaire which they will have to reply fully and accurately within the specified deadline.
This questionnaire is also publicly available on the Department of Commerce’s website, so that other non-selected companies can download it on their own, complete it voluntarily and submit it within 37 days from the date the questionnaire is made available for download. And it specifies that ‘the investigating agency will only conduct separate reviews of the responses of non-sampled companies where it does not impede the timely completion of the dumping investigation’.
Damage investigation plan
Regarding the injury investigation into the Chinese industries, the investigating authorities have selected the 24 Chinese companies with the highest volume of pig slaughtering, which between them slaughtered 44.78 million head, representing 6.16% of the national pig slaughtering volume in 2023.
This investigation seeks to determine whether dumping practices have adversely affected the Chinese industry, and the findings will influence the measures that will be taken to protect the domestic market.
